Well that's one way to look at it.

But in the end, if I can't rely on my email (nor my clients rely on their email) then the only end solution if the host doesn't address the issue is to move hosts.

All hosts are in the same position here, but if you'd like to relocate to another host, then that's up to you. We can only work with the cards we're dealt and do the best we can to ensure that our IPs don't make it onto the various blacklists that some ISPs use.
